The issue of workplace diversity has been a hot topic for the past few decades, not the least because of various high profile and costly diversity lawsuits. Yet while many organizations have already attempted to address workplace diversity, ambiguity remains as to how to measure success, and whether, in fact, anything has really changed.
Studies have confirmed that both gender and racial diversity in the workplace remains poor, yet in equal measure, data consistently show that workplace diversity and inclusion programs improve both employee engagement within the workplace, AND the bottom line.

Introduction: Charity Weeden, Director of Public Policy, Satellite Industry Association
Charity Weeden joined the Satellite Industry Association as its Senior Director of Policy in February, 2016. In this role, Ms. Weeden supports SIA’s work on government services, regulatory, legislative, defense, export-control and trade issues of critical importance to the Association’s members.
Prior to joining SIA, Ms. Weeden was co-founder and President of Lquinox Consulting LLC, an independent space and data management consulting company that fosters international partnerships and provides expert advice on the economic, security, scientific, and societal benefits of satellite applications. Ms. Weeden completed a distinguished 23-year career in the Royal Canadian Air Force, most recently as Assistant Attaché of Air & Space Operations for the Canadian Defence Liaison Staff in Washington, where she worked closely with U.S. government and industry as well as the Washington Embassy community. She started her career as a CP-140 (P-3) maritime patrol Air Navigator, conducting airborne maritime surveillance operations followed by two tours in space operations and policy, including experience as Deputy Sensor Manager for the U.S. Space Surveillance Network, providing space policy inputs to NORAD and USNORTHCOM leadership, and serving on the International Space Station robotics management team.
Ms. Weeden holds a Master of Science, Space Studies from the University of North Dakota and graduated from the Royal Military College of Canada with a Bachelor of Engineering Degree in Mechanical Engineering. Ms. Weeden also earned Brookings Executive Education’s (BEE) Certificate in Policy Strategy and a Certificate, Interdisciplinary Space Studies from the International Space University.

Ms. Steinem is an alumnus of Hampshire College in Amherst, MA.
Heidi S. Dillard, Head of Human Resources and Facilities, OneWeb.
Ms. Dillard is responsible for leadership and oversight of the Human Resources and Facilities departments, including compensation, benefits, employee relations, talent acquisition, training and development, U.S. and international facilities development and maintenance.
Ms. Dillard has more than 20 years of professional experience. Prior to joining OneWeb, she was a Senior Director of Operations at the Common Application, a not-for-profit membership association that produces and maintains the world’s leading undergraduate college application tool for 731 member colleges and universities. In her role, she was responsible for the successful merger and acquisition of staff from the association’s technology vendor and transitioned the association staff from a virtual to brick-and-mortar workplace. Prior to the Common Application, Ms. Dillard held various roles at Human Capital Initiatives LLC, a boutique human capital consulting firm specializing in technology and was the Head of HR at NavigationArts, LLC a web-design and digital media consulting company.
Ms. Dillard also served as an active duty officer in the United States Army, where she led an organization designed to train, develop, and prepare soldiers from diverse backgrounds, demographics, and abilities to become future soldiers in the Army.
Ms. Dillard received a BS from the United States Military Academy and is a Senior Professional in Human Resources. In addition, she has been recognized for her volunteer efforts with military spouses and families. She also actively participates in a military spouse mentorship program.
Mary Frost, former CEO, Globecast
Mary Frost is in the Society of Satellite Professional Hall of Fame and was awarded a Lifetime Achievement Award by the National Association of Broadcasters for Chair, Inter-Union Satellite Operations Group of World Broadcasting Association for eight years.
Ms. Frost has been CEO of three companies: GlobeCast America, ICO Global Communications, and CSI, Inc. and prior to that was the first woman VP of ABC Network television, Broadcast Operations and Engineering . In that role she was responsible for network distribution of News, Entertainment, and Sports, and initiating the 55 Ku-band truck program for ABC affiliates.
She has also served as Managing Director, Entertainment, Media, & Communications Group with Price Waterhouse in strategic consulting including working with INTELSAT and COMSAT on privatization.
As a civilian military instructor at Ft. Meade, Ms. Frost has taught leadership courses to military officers.
Lori Garver, General Manager, Air Line Pilots Association International
Lori Garver serves as the General Manager of the Air Line Pilots Association, Int’l. ALPA is the largest airline pilot union in the world and represents more than 55,000 pilots at 33 U.S. and Canadian airlines. Prior to joining ALPA, Ms. Garver served as the Deputy Administrator of NASA, from 2009 – 2013. This was her second time serving at NASA, having previously been Associate Administrator of the Office of Policy and Plans from 1996-2001.
Other public roles have included being the lead civil space policy advisor to Mr. Obama during the 2008 presidential campaign and the head of the agency review team for NASA during post-election transition. She also served as the lead space policy advisor for the Hillary Clinton and John Kerry presidential campaigns. Throughout her career she has held a variety of senior positions in government, non-profit and commercial sectors.
Ms. Garver is co-founder of the Brooke Owens Fellowship, providing internships and mentorships to undergraduate women in aerospace. She is a member of the Board of Directors of Maxar Technologies, a global communications, robotics and Earth observations company.
Lori has a bachelor’s degree in Political Science and Economics from Colorado College and a master’s degree in Science, Technology and Public Policy from George Washington University.
Vicki Warker, CMO, Savi Technology and former VP Marketing, O3B
Vicki Warker is Savi’s Chief Marketing Officer. She leads Savi’s go-to-market strategy and is responsible for defining and positioning the unique value Savi’s predictive and prescriptive analytics bring to the commercial and government supply chain industry.
Prior to joining Savi, Vicki was the Vice President of Marketing for industry innovator, O3b Networks. She successfully positioned the company as the fastest growing Satellite operator in history prior to the company’s sale to SES.
Vicki also held senior executive positions managing product development, product management, offer development, customer experience, and marketing for satellite operator Intelsat and Sprint Business Solutions.
Prior to joining Sprint, she was Vice President-Global Marketing with GE Global eXchange Services. Vicki served in a variety of channel management, product management and marketing roles at Concert Communications before being named Vice President-Marketing, Global Markets.
She holds Master of Science and Bachelor of Science degrees in Civil Engineering from the University of Maryland.
